Regional Opportunity Initiatives, Inc.


Regional Opportunity Initiatives, Inc. (ROI) is a 501(c)(3) nonprofit organization and a supporting organization of the Community Foundation of Bloomington and Monroe County.

Established in 2016 to advance economic and community prosperity in Southwest Central Indiana (SWCI), ROI is implementing an education and workforce plan and a regional opportunity fund for quality-of-place investments in an 11-county area encompassing Brown, Crawford, Daviess, Dubois, Greene, Lawrence, Martin, Monroe, Orange, Owen and Washington counties.


Beginning in 2012, regional stakeholders came together to begin exploring how to better leverage our strengths and assets in ways that could maintain and improve the quality of life for those who work, live, play and invest in Southwest Central Indiana.

In 2014, the Southwest Central Indiana steering committee released The Strategic Plan for Economic and Community Prosperity in Southwest Central Indiana, which identified key strategies and action steps essential to the success of our region.

In December 2015, Lilly Endowment awarded three grants totaling $42 million to three organizations to support regional development initiatives. ROI received a $25,870,000 grant for its education and workforce initiatives and a regional opportunity fund. A $16,222,000 grant was awarded to establish and develop an Applied Research Institute to be located near the Naval Surface Warfare Center, Crane Division (NSWC Crane). Indiana University was awarded $122,6000 and has created the IU Center for Rural Excellence to support communities in Southwest Central Indiana to address challenges and opportunities.

ROI currently shares office space with the Community Foundation of Bloomington and Monroe County and Foundation President and CEO Tina Peterson is also serving as interim CEO of ROI.
